Dr. Mrs. the Monarch, Red Death and Phantom Limb meet Blind Rage, a representative of the Peril Partnership, at Vincenzo's. Blind Rage informs them that Wide Wale has ceased paying his kickbacks to the Peril Partnership and threatens war with the Guild if the payments do not resume. At another table, Dr. Venture and Night Dick discuss a black widow who Venture is planning on initiating a relationship with, despite Night Dick's warnings. After the Council votes to resume the payments to the Peril Partnership, Dr. Mrs. the Monarch reveals that she has discovered a rule in the original Guild charter that Council members cannot be active villains any longer. Watch and Ward distribute their selections for the Council's final arches: Dr. Z is sent to arch Johnny, and visits the rehab facility where he now lives, only for the two mortal enemies to finally make peace with each other. Radical Left's assigned arch is Right Wing, who he "absorbed" in the past to create his own dual personas, and the "two" arch each other over a game of Clue. Red Mantle and Dragoon put off opening their envelope until finishing their dinner and watching several episodes of Downton Abbey, only to learn that all their enemies are deceased. Wide Wale receives Curtis Sliwa and sends Rocco to beat him up. Phantom Limb meets his arch, General Gathers, at Central Park for a literal penis-measuring contest. Red Death discards his assigned arch without reading it and instead ties Blind Rage to a railroad track using the kickback payment as a pretext, warning him that the Guild "doesn't deal with punks." Finally, Dr. Mrs. the Monarch is assigned to Novia, an old enemy from her days as Lady Au Pair, and brings Gary along in the place of the now-deceased Moppets only to discover that she is the black widow visiting Dr. Venture. Dr. Mrs. the Monarch becomes emotionally overwhelmed when she confronts Novia, breaks down and vomits, though she succeeds in stealing Novia's wallet. Dr. Venture's planned seduction fails, as the various antidotes Brock dosed him with in preparation leave him a mess. With the final archings complete, Phantom Limb, Dr. Z, Red Death, Red Mantle, Dragoon and Radical Left retire as supervillains and accept their places on the Council, while Wide Wale resigns, unable to give up his vendettas. Dr. Mrs. the Monarch struggles with her decision and her choice is not revealed.
