An aspiring artist named Ralph finds a magic pencil that brings his drawings to life whenever he draws with it. Especially his cartoon character named "Wahoo." He vows to get back at the bullies who torment him by having him torment them back. He then learns that two wrongs don't make a right after things go over the top.
