Licht reveals Hina's father was Licht's adopted brother, Tokikaze Sakai, whom Licht murdered. Hina, Nana, Lynn and Pele pass out from wine drugged by Licht who explains he is leaving to defeat the army; however Murdoch resists the drug. The SSU begin assassinating army commanders and demand Grigorovich hand over the other three ballots held by the army. Grigorovich reveals that the creation of Alcia must be re-voted periodically, but since Tsukina stole the ballot Alcia is in danger of falling out of the sky...
